What Does “Full Stay” Mean?
“Full stay” is not one universal legal period. Physical presence, authorized residence, registered residence, local-jurisdiction residence, a police inquiry period, a notarial-certificate period and the period required by an overseas recipient can differ.
A visa may remain valid while you are outside China, while accommodation registration may establish an address without determining the scope of a police inquiry. Your first arrival date therefore does not automatically determine the date every China Police Certificate must begin.
What Do China’s National Rules Establish?
The national Ministry of Public Security framework allows foreign nationals who meet the applicable national residence threshold to apply for a criminal-record inquiry and also provides for authorized representation and review of inquiry results. Meeting that threshold, however, does not guarantee that every period of a person's China history can be certified.
If an issued certificate is verified as erroneous, the issuing public-security authority or its superior should withdraw it and issue the appropriate replacement. The framework also allows local implementing arrangements, so receiving offices, evidence requirements and available historical records can differ by jurisdiction.
The national rules do not establish a universal requirement for every certificate to reproduce every day physically present, every visa-validity period, every residence-permit period, every temporary-registration period or every date requested by a foreign organization. Why Might a China PCC Cover a Shorter Period?
The requested dates may have been narrower
The original application, supporting letter or authority request may have specified a shorter period. Compare it with the issued certificate.
Part of the residence may belong to another city
If a certificate is associated with only one city, do not automatically assume it establishes an earlier period elsewhere. Another local inquiry or certificate may be relevant.

An earlier period may be connected to another passport
Passport renewal can divide one residence history across different passport numbers. Historical passport information may help match an earlier period, but possessing the old passport does not guarantee broader coverage. The applicant may have had separate stays
A person might have studied in China, left and later returned for employment. Map those periods separately. The omitted interval may also involve a different immigration status.
Residence evidence may begin later
A permit or accommodation record may begin after the first arrival and help explain the record trail, but it does not establish a nationwide PCC start-date rule. Neither document guarantees a particular certificate period.
Historical records may be unavailable
In some cases, an authority may be unable to verify an earlier period from the records available to it. Historical-record availability and retrieval can vary by jurisdiction and case.
The document may contain an actual error
A factual or transcription error remains possible. A discrepancy may justify clarification or formal review, but it should not be treated as an error until the authority examines it.
Three Different Coverage Problems
A. Possible issuing error
The certificate appears inconsistent with the accepted request or records available to the issuing authority. The possible route is clarification, followed by written objection or re-examination, and correction and reissuance if an actual error is verified. A review request is not the same as a correction.
B. Record, eligibility or jurisdiction limitation
The missing period may relate to another city, passport, residence status or unavailable historical evidence. This is not automatically a correction case; another jurisdiction, further evidence or confirmation that coverage is unavailable may need consideration.
C. Recipient expectation gap
China may have issued the period the relevant authority could support while the overseas recipient asks for broader coverage. Repeatedly asking China to “correct” the document may not resolve that situation. Check whether the recipient permits an explanation, proof of reasonable efforts or supplementary evidence.
Entry and Exit Records: Useful, but Not Decisive
Entry and exit information may help reconstruct when you crossed China’s border and identify an apparent missing interval. If the timeline is uncertain, start by reconstructing your China entry and exit dates.
That history does not automatically prove registered residence, local PCC jurisdiction, eligibility for a specific certificate or entitlement to identical PCC dates. Can the Certificate Dates Be Corrected?
If you believe the result is wrong, ask the original receiving authority about clarification or written re-examination. Compare the period requested, dates printed, supporting records and any apparent transcription or identity discrepancy.
Do not describe the request as a correction before the authority confirms an error. The authority may determine that the document is accurate for the records, jurisdiction or request it processed. If an actual error is verified, the national framework supports withdrawal and reissuance; it does not guarantee broader coverage where the period cannot be established.
Police Certificate vs Notarial Certificate
A police-issued Certificate of No Criminal Record and a Chinese notarial certificate relating to no criminal record are distinct documents. Read the dates and wording on both. A notarial certificate may reproduce or refer to a period supported by the police document or other evidence, but notarization should not be assumed to enlarge that period automatically.
Because the two documents serve different functions, compare the dates and wording on each rather than assuming that they have identical scope.
Does Every Missing Month Matter?
Not necessarily. Recipients may apply different age thresholds, durations, continuity rules, look-back periods and application-category rules. A short uncovered visit may fall outside one recipient’s PCC requirement but within another’s. How Overseas Recipient Rules Differ
Canada
Current IRCC China police-certificate instructions directly address cases where an applicant cannot provide a certificate for a specific portion of a China stay. They provide an explanation route, but IRCC reviews the reason case by case; acceptance is not guaranteed. The applicable general IRCC police-certificate requirements must also be checked.
Australia
Australian thresholds and requirements depend on the visa or application. No verified Australia-wide China-specific incomplete-coverage rule was found during the source review.
