The distinction matters. A positive verification result can support a later decision, but it does not guarantee recognition. An attested certificate can still be subject to academic verification or recognition. A CHSI/CSSD report may provide useful Chinese academic-record evidence without automatically replacing a DataFlow process required by the UAE recipient.

How Chinese Degree Verification Fits into the UAE Process

The UAE does not have one document path for every graduate. The correct route depends on the purpose and authority. An applicant seeking a MoHESR Certificate of Recognition follows the current recognition service. A healthcare professional applying in Dubai or Abu Dhabi may instead encounter regulator-specific verification and licensing steps. An employer may request a different combination of verification and attestation.

In April 2025, the UAE Ministry of Higher Education and Scientific Research announced updated recognition rules for qualifications from foreign higher-education institutions. The announcement identifies authenticity and the lawful establishment, licensing and accreditation of the issuing institution as key conditions. It does not turn verification and the final recognition decision into the same act.

For other uses, start with the requesting organization’s own instructions rather than assuming that the MoHESR path applies.

A useful working sequence: identify the UAE recipient → obtain its requirements → prepare Chinese source records → complete required primary-source verification → apply for recognition or licensing where required → complete attestation only if the recipient’s route also requires it.

What Does DataFlow Primary-Source Verification Check?

Primary-source verification is designed to confirm whether submitted credentials are authentic by checking with the issuing organization or another accepted source. In a Chinese degree case, the issuing university may therefore be asked to confirm the award or provide a response through its official channel.

A DataFlow report is not the university certificate itself. It does not amend the university’s records, determine academic equivalency, issue a UAE professional licence or guarantee that another authority will accept the same report. Scope can also differ between regulators.

Which Chinese Academic Documents May Be Requested?

The current checklist in your application controls. Depending on the qualification and recipient, the China-side file may include:

  • Degree certificate (学位证书): evidence that an academic degree was awarded;
  • Graduation certificate (毕业证书): evidence that the student completed and graduated from the program;
  • Academic transcript (成绩单): the course-and-grade record issued or confirmed by the university;
  • University verification response: a confirmation sent by the responsible university office through the accepted channel;
  • CHSI/CSSD report: an applicable qualification, degree or transcript verification report;
  • Translation: a university-issued language version or a professional/legal translation meeting the recipient’s rules; and
  • Identity and authorization evidence: such as a current passport, historical identity details, consent form or authority-specific authorization.

These documents are not interchangeable. A degree certificate is not the same as a graduation certificate. A transcript does not prove every fact shown on the certificates. A translation does not authenticate the source record. A CHSI/CSSD report does not become a university reply merely because it concerns the same qualification.

What If the Chinese University Does Not Respond?

First confirm that the request reached the current office responsible for the record. Depending on the degree level, graduation year and student category, that may be the Academic Affairs Office, Registrar, Graduate School, Degree Office, International Students Office or University Archives.

Use an official university email address or the channel stated by the university. Include enough information to route the request: the applicant’s name used during study, university, faculty, major, degree level, admission and graduation years, student number if known, certificate number if available, and the DataFlow case or reference information requested by the verifier.

The graduate may need to sign consent or authorization before the university can discuss a record with a third party. Some universities communicate only with the graduate or require their own authorization form. A representative cannot assume that permission to collect a document also authorizes disclosure to a verifier.

If the first office does not respond, redirect the enquiry to the likely record-holding office rather than repeatedly emailing an office that only supported the student during enrollment. Keep a clear record of dates, addresses and responses, and follow the verifier’s official process for supplying additional information or addressing an “unable to verify” status.

Old Passport, Changed Name or Forgotten Student Number

Historic identity details can matter because the Chinese university or CHSI record may use the name and passport number held during study. A renewed passport does not automatically update those old records.

Prepare a simple identity-matching file containing the current passport, former passport number or scan if available, name used at the university, date of birth, previous Chinese visa or residence permit, study dates, faculty, major and copies of certificates or transcripts. If the name changed, include the official evidence accepted by the requesting organization.

What If the Transcript or Certificate Is Missing?

Do not submit a recreated document or ask a translator to fill missing academic information. Contact the university to determine what official record can still be issued or confirmed.

If the original graduation or degree certificate was lost, the university normally deals with that through the applicable proof-document procedure rather than printing another identical original. Availability, remote handling and representative rules vary by university. Obtaining the underlying record and completing UAE verification are separate problems.

Can CHSI or CSSD Support UAE Degree Verification?

CHSI is the platform maintained by CSSD for Chinese higher-education information and verification services. Depending on the registered record and applicable service, a graduate may be able to obtain qualification, degree or transcript reports.

Do not assume that a CHSI/CSSD report automatically substitutes for a university response or for DataFlow. Ask the UAE recipient whether it accepts the particular report, in which language and through which delivery route. Translation Requirements

Chinese universities may issue Chinese, English or bilingual records under their own procedures. A university-issued English version is different from an independent professional translation. A legal or certified translation may also have a recipient-specific meaning.

DataFlow’s current MoHESR guidance states that documents for that route must be in English or Arabic and gives specific legal-translation requirements when they are not. Another regulator or employer may use different language, certification or delivery rules. Follow the instructions shown in the applicable UAE application rather than assuming that one translation format works everywhere.

Is Attestation a Separate Step?

Yes. UAE document attestation addresses the formal authenticity of signatures and seals in the applicable document chain. It is not primary-source academic verification and it is not qualification recognition.

The UAE Ministry of Foreign Affairs attestation service states that attestation certifies the authenticity of signatures and seals on documents issued inside or outside the UAE. The route for a foreign-issued document depends on its issuing authority, document type and the service instructions in force.

An attested Chinese degree may still require verification, recognition or regulator review. Likewise, a positive verification report does not remove an attestation requirement imposed for a different purpose.

  4. Identify the exact Chinese academic documents. Distinguish the degree certificate, graduation certificate, transcript and any requested university response or CHSI/CSSD report.
  5. Check identity consistency. Compare current and study-period names, passport numbers, dates and certificate details; prepare change evidence where necessary.
  6. Confirm consent and authorization. Use the form and signing method accepted by the verifier and university.
  7. Arrange university or archive records. Contact the responsible office and obtain missing documents where the institution permits.
