Does “Documents Not Accepted” Mean the Degree Was Rejected?

Not necessarily.

A document may be unacceptable in its current form because it is incomplete, illegible, sent through the wrong channel or missing required source verification. That is different from a final conclusion about the validity or equivalency of the credential.

A document-status problem means WES cannot yet complete the relevant stage using the information currently accepted in the file. The exact WES message should control the response.

  • waiting for documents does not equal a final negative evaluation;
  • waiting for institution verification does not equal a final negative evaluation;
  • an additional-document request does not mean the application has permanently failed; and
  • a document that cannot be accepted in its submitted form does not automatically prove the degree is invalid.

Identify Which Chinese Academic Document WES Is Asking About

First determine the exact document or record involved. Possible items include:

  • degree certificate;
  • graduation certificate or qualification credential;
  • academic transcript;
  • qualification verification report;
  • degree verification report;
  • transcript verification report;
  • translation; or
  • identity or name-change evidence.

Compare the WES message with the document names shown in your account. Do not assume that one academic document can substitute for another.

Degree Certificate vs Graduation or Qualification Certificate vs Transcript

A Chinese degree certificate and graduation certificate are not interchangeable. A graduation certificate generally concerns completion of the academic program and the resulting higher-education qualification. A degree certificate concerns the academic degree awarded. A transcript records courses, grades or other academic results.

CSSD likewise distinguishes qualification, degree and transcript verification. Applicants can review the available CHSI degree, qualification and transcript verification reports before deciding which record a WES notice concerns.

Submitting a degree certificate when WES requested a graduation or qualification record may leave the requirement unsatisfied. The same applies if an ordinary transcript is confused with a transcript-verification report.

Check Your WES Required Documents List

Requirements can vary by credential, institution, country of education, evaluation type, application purpose, document type and verification route.

Check CSSD or CHSI Verification and Report Delivery

WES recognizes CSSD routes for certain credentials from Chinese higher-education institutions. Depending on the applicable requirement, CSSD may provide qualification verification, degree verification, transcript verification or electronic report delivery to WES.

The official CSSD instructions for WES describe separate report categories. They do not establish that every applicant needs all three reports or that every Chinese credential follows the same route.

Check whether you obtained the correct report type, whether it relates to the credential entered in WES, whether the identity information is consistent, whether the correct WES reference information was used and whether the report was delivered through the required channel.

A CSSD report can be part of the required evidence, but it does not guarantee WES acceptance or a particular equivalency result.

What If the Required CSSD or CHSI Report Is Unavailable?

First determine why the report is unavailable. The underlying academic record may be missing, the wrong report type may have been selected, historical records may require another verification route, or an account or identity issue may be preventing access.

Do not conclude that WES evaluation is automatically impossible. The consequence depends on what WES requires and whether CSSD, the university or WES identifies another official route for that case.

Check University Source Records and Verification

A university-related problem may involve:

  • an incomplete transcript;
  • missing pages, courses or grades;
  • incorrect academic information;
  • a discrepancy between the university archive and submitted document;
  • WES waiting for the institution to verify authenticity; or
  • an institution requiring applicant authorization before responding.

WES’s delay guidance confirms that incomplete academic records, illegible documents and institution verification can prevent an evaluation from proceeding.

Check Passport, Name and Identity Differences

If WES cannot match a document or CSSD report to your application, compare the identity entered in the WES application, current passport, passport used while studying, name and date of birth in university records, identity shown on the CSSD report and lawful name-change evidence where relevant.

A difference does not automatically mean the university record is wrong. Historical passport or name information may have been correct when the academic record was created.

Check Translation, Legibility and Completeness

Follow the translation instructions in your WES account. Where a translation is required, it should be complete, readable and accurately reflect the original document. It should not omit pages, seals, annotations, course information or other relevant content.

A translation does not replace the required original-language academic document. Applicant-prepared translations should not be treated as automatically acceptable. Current WES translation requirements refer to appropriate institutional or professional translation routes.

Also check that every page is included, names and dates are readable, the scan is not cropped, grades and course titles can be read, the translation corresponds to the correct original and no necessary identifying information is missing.

What Does Secondary Verification Mean?

WES may contact the issuing institution or relevant authority when additional verification is required.

According to the official WES verification guidance, verification may occur when documents differ from those normally received from the institution, when information does not correspond to the application, or when source confirmation is required.

Secondary verification should not automatically be described as an allegation of fraud. It means WES needs confirmation before proceeding.

Monitor your WES account and email. The institution may require applicant authorization, additional information or its own administrative steps before responding. Follow the instructions from WES and the institution rather than trying to bypass the verification process.

When Should You Contact WES?

Contact WES when the notice does not identify the missing document clearly, your Required Documents list conflicts with the new message, WES appears not to have matched a delivered CSSD report, you need confirmation of the accepted submission route, your institution says it already answered a verification request, or the status does not reflect documented delivery.

Ask a focused question and include the WES reference number through the secure channel. Do not send sensitive documents publicly.

When Should You Contact the University?

The university is more likely to be relevant when a new or complete transcript is needed, courses or grades are missing, the source academic information appears incorrect, WES has sent a verification request, archive confirmation is required, or the institution must authorize or send a record through the specified route.

University procedures vary. Applicant participation, identity verification, written authorization, fees or original documents may be required. Assistance with coordination does not guarantee that the university will cooperate.

When Should You Troubleshoot CHSI or CSSD First?

Start with CHSI or CSSD when the WES requirement depends on a report that cannot be found or generated, uses the wrong academic-record category, cannot be delivered, contains an identity inconsistency or has not been associated with the WES case.

Start with the university instead if the underlying source academic data appear missing or objectively incorrect.

WES vs Notarization and Apostille

WES evaluation, CSSD/CHSI verification, notarization and Apostille are separate processes.

CSSD/CHSI verifies specified academic information. WES evaluates the credential. Notarization prepares or certifies a document under the applicable notarial procedure. Apostille authenticates the formal origin of a qualifying public or notarial document for Convention use.

Notarization or Apostille should not be presented as a cure for a WES document deficiency unless WES expressly requests that format. An Apostille does not create a WES evaluation, supply a missing transcript or correct academic source data.
