“Former international student” describes an applicant’s background. It is not a nationally standardized China PCC applicant category, and China does not have one special nationwide PCC procedure for all former students. Can Former International Students Obtain a China Police Certificate?

A feasibility review identifies the city, requested period, passport used and available official local records. Enrollment, graduation or a student visa does not prove that the competent authority can issue the certificate.
Why Former-Student Cases Need a Historical Record Review
A university’s academic calendar, a visa’s validity, a residence permit’s authorized period and the dates a student actually lived at an address may differ. A student may also have travelled, moved from a dormitory, renewed a passport or transferred schools.
Build five connected but separate histories: academic history, immigration or status history, physical residence, accommodation, and identity or passport history. Enrollment is not proof of continuous physical residence; graduation is not proof of residence throughout a degree; and a study residence permit does not prove uninterrupted presence.

Passport and Visa Records
The passport used during study may connect a historical name, nationality and passport number to visas and local records. The National Immigration Administration entry-exit regulations describe X1 as long-term study and X2 as short-term study. These categories may show study purpose, but a visa does not prove every day physically spent in China.
Study Residence Permits
A study residence permit may show identity, passport number, residence purpose and an authorized period. National Immigration Administration residence-permit guidance links study-permit applications to school letters and admission or enrollment evidence. That administrative role does not turn the permit into proof of continuous presence or accommodation.
Enrollment, Student-Status and Graduation Records
Enrollment or student-status records may support a study period. A transcript may show semesters or academic activity. Graduation and degree certificates show completion or an award, not residence for every date in the program. Admission letters and JW201/JW202 documents concern admission and study-visa administration; they do not prove full attendance.
Dormitory and Off-Campus Accommodation Records
Dormitory or rental records may help identify an address and period. They are not automatically police accommodation registration. An international student office may hold student-status letters or copies connected with historical visa and residence procedures. Retention, access and authorization practices vary. A former student should ask what is actually available rather than assume that the school can recreate an old file.

Shanghai local example: current Shanghai justice guidance for foreign applicants’ no-criminal-record notarization mentions current and old passports, student proof and temporary accommodation registration according to the case. This is a Shanghai example, not a nationwide former-student rule, and it does not guarantee that an old university record will be accepted or recovered.

School Records vs Police Records
A university may confirm enrollment, recorded identity details, academic activity or accommodation information within its files. The PCC function is different: it concerns a criminal-record search and the current requirements of the competent public-security authority. A university cannot issue a China PCC, and a conduct or “no misconduct” letter is not equivalent to a police-issued certificate.
What Can You Ask the University to Confirm?
Ask for factual information that the institution can verify: enrollment and attendance dates, the passport details recorded at the time, historical school or campus name, graduation or completion information, and any available accommodation or immigration-administration records. Describe each response by its actual title and issuer.
Do not ask the university to issue the PCC. Record retention varies, and neither the university nor a successor institution can be assumed to hold or release an old file.
When Historical Records Are Missing or No Longer Match
Missing Old Passport or Changed Passport Number

Missing Accommodation Registration
Identify the affected address and dates, then check whether any official registration copy or related local record remains available. A dormitory booking, rent agreement or school letter should not automatically be described as a replacement.
University Cannot Locate the File
No university record does not automatically mean no PCC. It does mean the timeline may be harder to reconstruct. Review passports, visas or residence permits, accommodation registration, available local records and other official historical documents. Alternatives are not guaranteed to be accepted. School Transfer, Renaming or Reorganization
Record the former and current institution names, campus, city and relevant dates. Note when a transfer or reorganization occurred. Do not assume that a successor institution automatically controls or can access the former school’s records.
